"Percentage" (%) maps compare the candidate's votes to 100% of the votes. In
contrast, "count" (#) maps compare the vote count to less (in some cases, much
less) than 100% of the vote.

The result is that a "count" map is much like a "percentage" map viewed through
a magnifying glass: The range of colors gets "stretched out," and differences
become more evident.
